That’s the contention of Sergei Guriev who has co-authored (with Daniel Treisman) Spin Dictators: The Changing Face of Tyranny in the 21st Century (Princeton UP, 2022). He explains his thinking to Owen Bennett Jones. Owen Bennett-Jones is a freelance journalist and writer.
