Haiti is not materially developed because the colonists and their local oligarchs are about private gain, not the collective good and keep Haiti in misery and poverty the better to fleece it dry. The Western economic system does not reflect Black ownership of Haiti, its economy (informal/not on their grid), its strategic resources and informal economy.
