Israel faced exile after wilfully rejecting God, yet God told Isaiah to speak comfort to His people's hearts. Their deepest hope was not restored land or former prosperity, but pardon and peace with God. John the Baptist later prepared the way for Jesus, in whom God came to fetch His people and deal with their sin.
