On October 29th, 1995, Bill Flemming, a Hartford Courant truck driver on the third shift, had a routine day at work. While heading home after completing his route, he came across a car stopped on Locust and East Elliott streets, outside the United Parcel Service facility where a male and female were in a heated argument. Upon hearing the female scream, Bill attempted to intervene, but the car quickly sped away at 60 mph with the female hanging out of the passenger side. Unable to pursue, Bill alerted a truck dispatcher who contacted the police at 4:50 am. Subsequently, the police received a call from an unidentified individual using a fire-call box on Locust Street, reporting a woman being dragged by a car without providing further details or the victim's name. Officer Martin Burke responded to the call and attempted to follow the car heading south on Wethersfield Avenue without any lights on. Despite his efforts, the car escaped, leading Burke to discover a trail of blood, hair, and flesh that ultimately led him to the partially clothed body of the female on Jordan Lane in Wethersfield. The victim was later identified as Leah Ulbrich, a 24-year-old who had struggled with drug addiction since her teenage years. Initial investigations revealed that Leah had been involved in a physical altercation with the driver of the car before tragically being dragged to her death after getting her arm stuck in the seatbelt. Nearly 30 years have passed since Leah's murder, yet her killer remains unknown. The circumstances surrounding her death raise questions about the relationship between Leah and her assailant on that fateful day.
