Illinois gives conflicting commands: require a blanket for each infant, but then, they also prohibit use of “soft bedding."Why would you open a place if you have to understand all of that, let alone obey it? I wouldn’t.“Every time you have to figure out another rule to comply with, it’s another reason not to do it,” says Lukas.
