The photograph of a smiling Johnson turning toward a winking Albert Thomas remains the chilling image of that transfer of power. Presidents changed, parties traded power and congressional hearings occasionally exposed crimes after the damage was done, but the intelligence agencies, military establishment, secret courts, federal law-enforcement apparatus and private defense contractors continued growing. The Deep State is the permanent system beneath the visible government—a machine that survives every election, protects its own secrets and hands every incoming president powers the Constitution never intended him to possess. But those powers come at a very steep price.
