Around the Bay Area, a new movement has emerged from the ruin of the pandemic. Cities like Concord, Richmond and Petaluma are moving to enact protections for renters, much to the frustration of property owners. The latest salvo came in Antioch, where leaders this week approved capping many landlords at 3% annual price increases.
