Alcohol is believed to be a factor, and the driver was not wearing a seatbelt.Overnight, Sacramento police investigated a burglary at a tattoo parlor near 27th and X Street. Officers found the door open and a security camera torn off. The investigation is active.🏛️ CITY WATCHThe Sacramento County Clerk-Recorder office on American River Drive is closed after storm damage disrupted water service.
