Russia responded with harsh counterinsurgency methods and a strategy known as “Chechenization,” empowering local pro-Moscow leaders like the Kadyrov family to maintain control. By the late 2000s, large-scale fighting had subsided, though tensions remained. The war caused tens of thousands of deaths and widespread destruction, while strengthening Putin’s political power and demonstrating a new model of warfare combining overwhelming force, local proxies, and long-term internal security control.
