<p>A few weeks ago I said the Silicon Shield was eroding because nobody was in charge of it. That was wrong, and this episode is the correction.</p><p>Taiwan's government has an explicit policy restricting overseas fabs to process technologies one to two generations behind what runs on the island. It has publicly refused a proposed fifty-fifty production split and rejected a forty percent relocation target.
