The Surveyors: Khosrow I and the Long Work of Accountability

Harmonia tells the story of Khosrow I, the Sasanian King of Kings known after his death as Anushirvan, 'the Immortal Soul.' Inheriting an empire fractured by a decade of Mazdakite upheaval and dominated by seven private noble houses, Khosrow secured his throne through the execution of his own brothers and the brutal suppression of Mazdak's followers - and then built, on the ground that uprising had cracked open, a system of fixed taxation, land survey, and a new class of accountable officials called the dehqans. The episode holds both truths at once: a ruler fully of his violent century, and a genuine, lasting movement toward a state answerable to something larger than a noble's whim.
