The Systematic Gutting of Black Congressional Representation

Following a Supreme Court ruling that effectively gutted Section 2 of the Voting Rights Act, a systematic elimination of black-majority congressional districts is occurring across multiple states. The ruling allows states to implement gerrymandered maps that dilute minority representation, provided that lawmakers explicitly deny any racial motivation or awareness during the map-drawing process.In Tennessee, the state legislature passed a map designed to create an exclusively 9-0 Republican delegation, eliminating the state's sole black-majority congressional district, District 9, which encompasses Memphis and Shelby County. The political sponsors of the map claimed complete ignorance regarding the racial demographics of the targeted areas, repeatedly denying knowledge that Memphis is predominantly African-American or how the new district boundaries would fracture the community. Lawmakers openly admitted that there was no public input before the maps were finalized and stated the redistricting was executed specifically to maintain political control of the House of Representatives in the upcoming fall elections.The legislative sessions surrounding these changes were highly contentious. Some lawmakers wore political campaign capes in the chamber, and at least two black lawmakers were arrested by state police while attempting to oppose the elimination of black representation. During the proceedings, State Representative Justin Pearson delivered a powerful speech condemning the new maps as tools of white supremacy.
