In this paper, Madison explains the political maxim of separate and distinct powers within the Federal branches of government.  Madison explains the importance of this principle, but concedes that it is fully necessary to have some intermingling of powers to work as a safeguard on the powers of all branches.  Madison uses many examples of state constitutions to show that the magnitude of overlap cannot be too extensive, but rather balanced to form a free society.
