The Torah's response to negligent homicide is remarkably humane. Rather than imposing a fixed prison sentence, it sends the offender to an Ir Miklat - a City of Refuge - where rehabilitation is the goal and release can come unexpectedly with the death of the Kohen Gadol. Yet our Parsha contains a remarkable detail. Rabbi Meir Simchah of Dvinsk explains that for fourteen years, this entire system could not operate. Why would the Torah suspend one of its own institutions? His answer reveals a profound principle: the Torah would not consign a person to a life without hope. Along the way, I explore this striking Torah insight through the words of Rabbi Nachman of Breslov and another inspiring voice. Their message is as relevant today as it was then: hope is not merely a comforting emotion. It is an essential part of living a human life.
