In Plymouth Sutton and Devonport, 24-year-old Theo wanted to become a teacher in a region facing critical shortages. Despite having the qualifications and passion for education, Theo found their path blocked when the Department for Education reduced teacher training bursaries for subjects with severe shortages across the South West. The classrooms were there, the graduates ready to teach were there, but Westminster's spending rules forced departments to compete for fixed pots rather than fund the posts needed.
