Today's Black History Legacy Maker Spotlight with Philly ties is Charles "Tarzan" Cooper. On this day in 1976 the NBA All-Star Game was played in Philly at the Spectrum. The East won 123-109 with Dave Bing winning MVP. Doug Collins and George McGinnis represented the Sixers.
