Three rough sleepers die in a month

Weeks before the government is set to give police powers to move on rough sleepers, officials have admitted to RNZ they can't guarantee immediate shelter for anyone on any given night. Concerns have repeatedly been raised about the increasing number of people living on the streets with three rough sleepers dying in the past month. Political reporter Lillian Hanly has the story.
