Computer Science, Oklahoma State University (1979)Answered Sep 1Quite a number of reasons.Anxiety over not being allowed to return. During the 25 years I lived in Florida I noticed a pattern. The keys were sometimes evacuated for a hurricane. It could be several days after the storm had passed before law enforcement would let anyone pass on the highway back in. During that time whole families had a carload of belongings and pets with no place to go. The only way around the roadblocks to return was by boat.Fear of looters. If your property has been burgled once, you are inclined to stay and defend it.Lack of resources. Some people lack the money, transportation or destination for an evacuation. Public schools turned into hurricane shelters are unpleasant places and do not allow pets.Failure to understand gravity of the situation. There’s a story from one sheriff's department advising of a mandatory evacuation. When going door to door deputies would carry a box of Sharpie markers. They would hand one out to anyone who said they did not want to leave. Explanation was if the person wrote their name and address on their chest it would make the bodies easier to identify later.
