What emerged was a pattern of systematic abuse spanning years - children being inappropriately touched, a perpetrator who asked young girls for kisses, and text messages about three-year-olds with "foot fetishes."Most disturbing wasn't just what Garner did, but how the daycare responded when parents raised concerns.
