About Edgar Soto Edgar Soto Vice President at Pima Community College Desert Vista Campus. He is a native Tucsonan and attended local public schools, graduating from Tucson High School in 1987.  Edgar earned his Bachelor of Arts Degree in Sociology from the University of New Mexico in 1993. He has a Post-Baccalaureate Certification in Education from the University of Arizona and a Master’s Degree in Multicultural Education from Northern Arizona University. He is a veteran of the U.S. Marine Corps. He believes that all students should have equal access to complete a college education or a credential of value.
