本港近年先後有大型商戶突然結業，當局接獲不少涉及預繳式消費的投訴，再次引起社會討論應如何加強規管。 在內地，最高人民法院近月推出《預付式消費司法解釋》，規定相關合約不可以寫有「收款不退」、「限制轉卡」等條款，但本台發現有商家照樣就退卡及轉卡申請，向客人收取違約金和手續費。有學者認為，做法缺乏法律依據。 有律師表示，針對預付卡的行政管理條例應同步更新，令行政部門有權依法監管，增加阻嚇力。 記者盧紫菁報道。
