Touch Not the Lord's Anointed

I have heard this and seen this Bible verse more times than I can count, and maybe you have as well.  It seems to surface when someone brings a well known minister's words or public teaching into question. This Scripture, "Touch not my anointed and do my prophets no harm", at times strikes fear into the hearts of people, and it leads many to think that raising such questions are inappropriate and dangerous. But is this really the case? Does this passage of Scripture have anything to do raising concerns or questions about teaching and conduct which may contradict the instruction of the Bible?
