One of the most gracious things God could do for the people he had chosen, by grace, would be to give them some rules on how to do life together. You see, community requires either morals or rules, and these refugees had neither. And morals take time to cultivate. What they needed now were some rules. Rules, borders, guardrails regarding all kinds of stuff: diet, sanitation, marriage, children, animals, property rights, crime, and punishment … and more than anything else, on how to do life with God.
