A federal judge in California has ruled that the Trump administration unlawfully used Marines and National Guard troops in Los Angeles. In the order, U.S. District Judge Charles Breyer said the federal government couldn’t use the California National Guard or any military troops deployed in the state to engage in arrests, apprehensions, crowd control, and other activities.Congress is back in session on Tuesday with a lot on the lawmakers’ plates. Government funding is set to expire on Sept. 30 under a stopgap spending bill approved by Congress in March. Both chambers will need to pass—and President Donald Trump to sign—a total of 12 funding bills to avert a complete or partial government shutdown. So far, the Senate has passed an initial draft of three of these, while the House has passed just two. Only one, a bill to fund military construction, has passed both chambers.
