On September 25 last year, President Trump issued a National Security Presidential Memorandum (NSPM-7) called “Countering Domestic Terrorism and Organized Political Violence.” NSPM-7 has been largely regarded as unenforceable due to its severe encroachments on free speech. It is a toothless memo that tries to target left wing protesters. However, much like everything else in the Trump administration, the unthinkable routinely becomes the doable. Federal prosecutors Minnesota have been trying to lock up ICE protestors but come up short with legitimate charges. That was until a US attorney cited Trump's NSPM-7 memo as a basis for indictments for 15 ICE protestors.
