Michalchyshyn emphasizes that the proposed plan, which reportedly includes ceding occupied Ukrainian territories to Russia, essentially rewards aggression, which the UCC argues only leads to more conflict. Initial versions of the plan were drafted without direct input from Ukraine, a point the UCC criticized heavily.
