Growing up, did the threat of getting something taken away cause you to behave? The thought of losing your treat after dinner or not getting to go out with your friends compelled you to obey… but not all the time. There were moments where the threat of consequences didn’t outweigh your actions of disobedience. The same can be said about Israel.
