Tyrone, 34, from Clapham and Brixton Hill wanted to retrain as a construction worker to help build the homes London desperately needs. Training providers had places available, and the local authority housing target remained unmet. But HM Treasury's refusal to direct CITB levy funding to areas with the greatest housing need blocked his path. Central government treats infrastructure spending as a deficit risk rather than the mechanism that puts skilled workers to work building homes that already have planning permission. The workers were available, the training capacity existed, but Westminster chose not to fund it. This episode explores how monetary policy confusion stops real people from doing essential work.
