Herman Stapelbroek is een betrokken burger die na zijn pensioen de politiek in gaat. Hij wordt lid van Gemeente Belangen Bronckhorst, maar zijn politieke carrière is van korte duur. Nadat Stapelbroek de burgemeester attendeert op een mogelijke integriteitsschending van een ambtenaar, wordt hij zelf onderwerp van een integriteitsonderzoek en schuldig bevonden. Maar Stapelbroek geeft niet op. Hij wil rehabilitatie en organiseert bijeenkomsten voor Bronckhorsters die ook een conflict hebben met de gemeente. Zo zijn er burgers die zich verzetten tegen de komst van een 35 meter hoog vrieshuis van multinational Aviko. Stapelbroek werkte er 24 jaar. De aardappelverwerker (Aardappel Verwerkende Industrie Keppel en Omstreken) is vergroeid met de Achterhoek en zorgde jarenlang voor werkgelegenheid en solidariteit, maar veroorzaakt nu onrust onder de burgers. En ook de gemeentelijke politiek moet keuzes maken.
