Waar zijn Syrische vluchtelingen het meeste bij gebaat? Bij de hulp van zorgzame mensen die hen bij de hand nemen en hen de weg wijzen in Nederland? Of bij professionals die afstand houden en die vluchtelingen vooral moeten leren om het zelf te rooien? Bij vrienden, die hen als individu zien? Of bij het systeem, dat de beschikbare middelen eerlijk wil verdelen?  In Haarlem worden sinds september 2015 asielzoekers opgevangen in de voormalige Koepelgevangenis. Maar terwijl de officiële instanties zich voorbereidden op de stroom vluchtelingen, werd duidelijk dat er een tweede stroom op gang was gekomen waar ze veel minder ervaring mee hadden: honderden vrijwilligers trokken naar De Koepel, met een geheel eigen opvatting over welke hulp de mensen nodig hebben.
