The outgoing President of the General Assembly has welcomed a decision to move the inter-governmental process on Security Council reform to a text-based negotiation. Speaking after the GA adopted a negotiating text on reform, the President of the 69th session welcomed the decision that will be carried forward to the 70th session that begins on Tuesday . Reform of the United Nations in general and the Security Council in particular has been the subject of debate and discussion for two decades. Sherwin Bryce-Pease reports.
