He concludes that the PMF is flawed and that UNDP www.undp.org needs to improve the design of its outcome indicators since only 2 out of the 9 outcome indicators are properly designed.He provides alternative indicators for the remaining 7 outcome indicators that are flawed that will actually evaluate the project properly.
