The only time I ran into this issue was when I was not wearing a matching outfit. I had on the racing suit but the caveman hat and when I went into a 2D level, I was wearing the classic outfit. Any other time I was wearing a matching costume it showed up in 2D as well. Haven't done any specific research on this, but I do remember this instance that caused me to pay closer attention to it.
