The outside noise surrounding Josh Hoover hasn't stopped. Some believe Indiana Football is taking a step backward at quarterback after Kurtis Rourke and Fernando Mendoza. But after the early stages of Indiana fall camp, there are plenty of reasons for Hoosier fans to feel good about where Hoover stands entering his first season running Curt Cignetti's offense.
