It describes the situation where a partner says, "I just don't understand how you could feel X" or "I'm so confused as to how you can think Y." In these situations, the partner has explained their position repeatedly but the other still feigns confusion. Why do people use this passive aggressive strategy, what personality traits is it linked to, and what are people trying to hide in themselves by not just openly saying, "I am in opposition to your view"?
