Weather Modification by the Elite

Weather patterns have bee nchanging. Where once was warm has turned to a winter tundra. What is affecting this? We have proof that man-made weather modification projects have been taking place for a while, and suspect that the Elite programs affect the atmosphere. Man tampering with nature is not a good thing. We recite some of the projects and programs government has approved, why they are doing it, and how bio-warfare may have been banned, but test studies for EXPERIMENTAL purposes is legal.
