Horowhenua is unlikely to be included in amalgamation plans for the capital, according to Wellington Mayor Andrew Little. With the deadline for councils around the country to submit their voluntary merger or unitary authority plans around amalgamation less than a week away, Little told Wellington Mornings with Nick Mills that thorough discussions are continuing this week.  The Mayor also discussed residents' new Tiaki Wai water bills, and apologised if the bill amounts have caused anxiety to residents.
