For our expert panel, the power to change Trump's mind won't come down to the federal government or Prime Minister Mark Carney. Instead, the pressure will come from America's voters, businesses and political funders.What game is the U.S. playing in targeting products such as Christmas decorations, dog leashes, toilet paper and hockey sticks, while exempting crude oil, potash and critical minerals?
