A 19-year-old Frederick man is facing multiple charges after police say he went to a residence to collect a 40-dollar debt and demanded a French bulldog while armed with a handgun.  The Frederick County Health Department is urging caution after rabies testing on a bat found at Riverwalk Park came back inconclusive.  Maryland State Senator Paul Corderman is asking for a state review of a recovery residence near Paramount Elementary School in Hagerstown.
