A whole series of events to do with Huawei, Hong Kong and the emphasis of the Trump and Biden US administrations on ‘containment’ and ‘confrontation’ in relation to China have shifted the balance to one of greater suspicion and disengagement. Brexit has also distanced the UK from a somewhat different approach being developed in France and Germany.
