What are shelter bags and how could they help the homeless?

In early August, in the space of a week, three people who were homeless died after sleeping in the winter cold. Which is harrowing and heartbreaking. Rotary clubs across the country have responded to the growing issue of homelessness by importing a shipping container of shelter bags.
