The publication Bulletin of the Atomic Scientists published an article this month attempting to define what constitutes a nuclear threat in the context of the threats issued by Russia on a nearly weekly basis. They agree there is no clear definition, but the conversation misses the point, as nuclear weapons are not just the ultimate weapon of war but have a political and psychological purpose that transcends a definition purely from the military standpoint.
