What new rules for Colorado River would mean for San Diego

California and six other states that rely on the Colorado River have been unable to agree on how to divide its water for years. Now, the federal government is stepping in to decide. As early as this week, the federal government may adopt new rules for sharing water on the drought-stricken river.
