During this week's State of the State address, Gov. Gretchen Whitmer said literacy is the top priority in her final year in office. In her budget, the governor recommended $100 million to fund high-impact tutoring, $100 million for literacy curricula, and $50 million to train teachers — which would all have to be approved by the legislature.
