Conspiracy, obstruction, fraud, terrorism — the language in the federal criminal code is mostly the same as it was five years ago. What has changed is how those laws are being used: what conduct is treated as an intolerable threat to public order, and what conduct is excused as the understandable actions of the right people.This is not a Justice Department that serves the public. It serves the president. And the template it is building — loyalty tests for new prosecutors, personal attorneys installed in career positions, ideology as the starting point for investigations — does not disappear when administrations change.
