Why are we not at war

Podcaster Graham Allen, Speaker Mike Johnson, and the DHS nominee Markwayne Mullins all say we’re not at war, and I think they say that because if they called it a war, Congress would have to decide. If we’re not at war with Iran, then why do we call the podcast wars a war?
