Why California Needs to Rely More on Sales Taxes

California's fiscal house is a mess. Oppressive taxation is driving both businesses and individuals out of the Golden State. It's going to take a massive effort to get things back in order. In this week's Chairman's Report, Steve Hayes makes the case that California can reverse the current trends and again make California an attractive place to live and do business if they would adopt a FAIRtax-style consumption tax to replace their state income tax.
