Why has Canada's opinion on pipelines changed?

Prime Minister Mark Carney appears to be succeeding where previous governments struggled, and one reason may be that he's reading the room. New polling shows a majority of Canadians now support building new oil pipelines. So what's behind this shift, and what does it tell us about Canadians' priorities?
