Why is San Diego suing residents and businesses over the 2024 floods?

Nearly two years after floods devastated San Diego neighborhoods and displaced at least 1,000 people, the legal fallout continues between the city and its residents.More than 1,500 people are suing the city, alleging it failed to maintain storm channels.
