Drawing on recent research papers in VoxEU and Foreign Affairs, he argues in favour of the thesis globalization has historically thrived under a single hegemon willing to create "public goods" like stable trade rules and security guarantees, but that America is now abandoning this role based on a bipartisan consensus that past trade agreements haven't benefited ordinary Americans.
